Seventeen entries we index from the announcement, spanning 1986 to 2011, and not one free episode between them. Two complete older runs we checked upload by upload are the honest alternative.

Discotek has announced a slate of Blu-ray releases for this year. Seventeen entries in our index correspond to titles named in the announcement. Not one of the seventeen has a single free, legal episode available here. No clip, no partial run, no fragment. Every one of them holds zero source rows of any kind.
That figure is worth stating plainly rather than softening. The titles we index from the announcement span 1986 to 2011. Older television anime is thinly represented in the free legal layer, at least among these seventeen. We are not in a position to say why, and we will not guess.
What we index from the announcement
The earliest is OUTLANDERS (1986), followed by the 1988 Mobile Police Patlabor OVA, the 47-episode Patlabor the Mobile Police (1989), Patlabor: The Movie (1989), Samurai Pizza Cats (1990) at 54 episodes, Mobile Police Patlabor: The New Files (1990), and Mobile Police Patlabor 2: The Movie (1993).
From 1999 onward: Infinite Ryvius (1999, 26 episodes), Argento Soma (2000, 25 episodes), Mobile Police Patlabor: WXIII (2002), The Big O (1999, 13 episodes) and its 2003 continuation The Big O II (13 episodes), and Digimon Frontier (2002, 50 episodes). Then Pani Poni Dash! (2005, 26 episodes), Tales of the Abyss (2008, 26 episodes), Toradora! (2008, 25 episodes), and Penguindrum (2011, 24 episodes).

Older television anime that is complete and free here
The seventeen zeros are one half of an honest answer. The other half is that older television anime is not categorically absent from the free legal layer, and we have two complete runs to point at.
Speed Racer, also carried under its original title Mach GoGoGo, is here in full: 52 episodes of 52, uploaded by TokuSHOUTsu, a channel carrying YouTube's verified badge. There is no country restriction on any of those rows, so they are open everywhere. The audio is English. All 52 videos were checked individually today, with zero fetch failures, every upload's episode number matching the number we store, and no video occupying two slots. Episodes run roughly 25 minutes. We file it under Action, Adventure and Sports.
Sherlock Hound is also complete, 26 episodes of 26, uploaded by Anime! on TMS Official Channel, likewise verified. This one is an English dub, and unlike Speed Racer it does carry a country restriction; the permitted list includes the United States. The same one-by-one check ran today across all 26 videos and returned the same three results. Episodes run about 25 minutes. Genres we record: Adventure, Comedy, Mystery.
