About
Tooe is Izuko Gaen's older sister. Like Izuko, Tooe used to be a specialist; unlike her sister, she created oddities, including the Rainy Devil. Tooe is Suruga Kanbaru's mother. When Suruga was young, Tooe and her husband died in a traffic accident; due to this, Suruga was given the Rainy Devil's left arm: the monkey's paw.
