Karura Hiougi

Height: 151 cm (4'11") Karura Hiougi was originally introduced as an antagonist, but she is now a recurring character. She is a tengu who controls the yokai in Kyoto under the Western Forces that serve the Yoinozaka Family. Initially, Karura is seen as possessive, obsessive, and a bit manipulative.
