Seger Hakase

Dr. Seger is a Rocket-dan scientist, who is shown to view his work seriously. However, at times of great discovery, he can become excited, as seen when he first analyzed the Meteonite and when his resurrection of Tirtouga led to the complete opening of the Time Gate.
